1) I think that the Sevillano is just afraid.. I don't think he is actually dead.. He is just tired and afraid of what he had seen or what had happened. I think this because at the end of chapter 11, it says- he opened his mouth and closed it..and then he was muttering words.. meaning he is alive.
No, i don't think Mr. Salazar ( the father ) will be found because i think that the storm had something to do with the Manta Diablo and i think that no body can be alive when the Manta Diablo is angry and when he is trying to take revenge.
2) I believe that the Indian Luzon came to Shrine to tell the news to Ramon and to tell Ramon to return the black pearl or else. In the text itself he says-" The storm wrecked the fleet and you will never see it again."

Extended Response

Soto Luzon aka the old man feels "scared" of the Manta Diablo while Ramon feels like the Manta Diablo is "nothing".
In the text it says-"I cannot go to the cave to search for the pearls. I cannot go because i "fear" the Manta Diablo, if you go there, then it is alone. El Diablo cannot blame me." At last, about mid morning, the sun burned away the mist and i could see for a short distance into the cave. I paddled through the mouth and soon found myself in a vast vast-like room." In the text itself, he says he is scared of the Manta Diablo but Ramon keeps going to the cave to find the black pearls even though he knows that the Manta Diablo is in the cave. Meaning, that the the old man is a scared and Ramon is not scared.
In the text it says-"If there are so many,"he answered, "then the Manta Diablo cannot be mad that you have taken only one of them.""Perhaps a little mad,"I said and laughed, "but not much." This means that the old man is scared and is trying to blame everything on Ramon so that the Manta Diablo doesn't do anything with the old man while Ramon laughes and says that the Manta Diablo wont be angry..
It also says," The old man kept repeating "Madre de Dios, Madre de Dios" "Half of this is yours,"I told him. I handed hum the pearl but he drew back in fear. This means that the old man knew that the black pearl belongs to the Manta Diablo and kept repeating "Madre de Dios" while Ramon was just giving him half of his share..
In conclusion, The old man is scared of the Manta Diablo while Ramon feels like the Manta Diablo is nothing.
